Hugging this character: For CR she's comfortable with, sure. If she doesn't know you well, proceed with caution.
Kissing this character: On the cheek, hand or forehead, sure. Otherwise, she's 13 and has very little life experience to speak of, so talk to me first.
Flirting with this character: If it's IC for your character to flirt with a 13 year old, go ahead. She will have no idea what the other character is talking about.

Slapping/kicking/punching this character: She has a healing factor, so go right ahead, but proceed with a huge dose of caution. If Lily becomes frightened or deeply upset, there is a chance her berserker side might take over. A sparring session probably won't set her off, but attacking her probably will.
